How can I report to platforms?
Platforms must have accessible, user-friendly ways to report illegal content.
When reporting illegal content, you will need to submit the following information so that the platform has sufficient information to process the report:
- Why you believe the content is illegal
- The location of the content, e.g. the exact URL(s)
- Your name and email address, except in cases of content involving Child Sexual Abuse Material (CSAM)
- A statement confirming your honest belief that the contents of the notice are accurate and complete
To report content that is in breach of the platform’s terms and conditions, you will usually need to submit a different type of report and will need to specify what terms and conditions/community standards have been breached. Sometimes harmful content might not be illegal but can be reported when it is breach of the platform’s terms and conditions.

Platforms must have a single point of contact that is user-friendly and allows users to choose means of communication, which cannot be fully automated. The single point of contact must be made public, easy to access and kept up to date.
Disputes with platforms
If you find yourself in dispute with a platform you are entitled to select a certified Out-of-Court Dispute Settlement (ODS) Body to resolve the dispute. Disputes could include reports not resolved through the platform’s internal reporting systems.
Certified ODS Bodies are required to make their decisions available to you and to the platform within a reasonable period of time and no later than 90 days after the receipt of the complaint. In the case of highly complex disputes, the certified ODS Body may extend the 90-day period for an additional 90 days.
If the ODS Body decides the dispute in your favour, the platform is required to bear all fees charged by the ODS Body and to reimburse you for any other reasonable expenses.
If the ODS Body decides the dispute in favour of the platform, you are not required to reimburse any fees or other expenses that the platform paid in relation to the dispute settlement, unless the ODS Body finds that you acted in bad faith.
Platforms must ensure that their online interface highlights the possibility of access to a certified ODS Body. Platforms may refuse to engage with a ODS Body if a dispute has already been resolved using the same information and the same grounds of alleged illegality or incompatibility of content.
Certified ODS Bodies
ODS Body certification has been granted to Appeal Centre Europe (ACE) for a period of five years, from 26 September 2024 to 26 September 2029. The area of expertise for which the certification has been granted is the application and enforcement of terms and conditions of online platforms. ACE is a company registered in Ireland.
